The only one I know of is Adobe Audition. There are probably more but I tend to stick with what I know.
In Adobe you can 'take in' a sample of hiss from the start of the tape, before any sound starts. This hiss can then be saved into a .fft file.
This then allows you to apply this .fft to the whole track/tape and that particular sound characteristic will be removed throughout, whilst leaving everything else untouched.
